Andrew McCartney is a financial inclusion professional within ADBs Financial Sector Group, working currently across Central and West Asia. Andrew has over 30 years’ experience leading microfinance sector and financial inclusion projects in emerging markets and has worked with many award-winning clients across Asia, Europe, and the Middle East including SEWA in India and BRAC and BCash in Bangladesh as well as with several regulators around the world in scaling up sustainable microfinance.

He currently leads ADBs $400m microfinance transformation program for Uzbekistan. Prior to joining ADB in 2020 he previously worked for the International Finance Corporation (IFC) responsible for financial inclusion activities across Europe, MENA and South Asia including microfinance transformation, women in business and MSME upscaling and downscaling programs with financial institutions. Andrew received his degree from Cambridge University.
